    Thanks much for the feedback, I have same issues you mentioned - whats legal and whats not?

    All I know is he comes out to my little airport (IH6) with his portable test equipment, does the VFR transponder check required by the regs, and signs off my logbook every couple years for $125. He does have a shop over at the bigger airport he's based at, so he must have a repair station there I assume.

    Look at the log book entry, does he sign as a repair station?
