Default Confused about ADS B out requirement

Hello all, I have been reading out the upcoming ADS b out rules and it is somewhat confusing. From what I have read, if you don't need a transponder now due to where you fly, then you won't need the ADS-b out equipment. I do fly under a Class B overhang but not in the controlled airspace requiring radio contact. So I usually don't ever fly into radar controlled Class A, B. etc. airspace or above 10,000 feet. From the way I interpret it, I will not need the ADS-b equipment, which I really don't want to invest in anyway if I don't need to. Does anybody here understand the requirements for low and slow folks like us> Thanks much....

You are correct, if you fly in airspace where you currently don't need a transponder (or fly under IFR rules), then you don't need ADS-B out. However, if you fly under a "Class B overhang", then check your chart. Class B usually have a 30 NM Mode C ring, in which you currently need to have a transponder. I just checked KTUL (if that is the airport you are referring too). It is Class C airspace. You can't fly into Class C without a transponder, but you can fly under the rings and over the top of it without a transponder or making radio contact. The best is to read up on the latest FAA regulations. Just google FAA airspace definitions and regulations.

If you fly inside the Mode C ring now you need a transponder irregardless of the fact that you do not fly in controlled airspace. The fact that you fly under the Class B ring says you are inside the Mode C ring.
You need a transponder to fly there now and will need ADSB-out as well by 2020.

The only exception is if your airplane came from the factory with no electrical system and none was ever installed.

Correction, I meant Class C under the 30 mile ring, radio contact is not required.

There is not a Mode C ring around Class C airspace so you don’t need a transponder unless you enter the controlled airspace.

You do need it to fly above Class C also.

I am hoping the skybeacon will be approved in time 1/2 the price of a transponder and simple plug and play installation

91.225 is where a person needs to look to find ADS-B out requirements. There are some differences so it really isn’t feasible to say you will only need it where a transponder is currently required like it was advertised.

Jim, thank you for correcting me. I was wrong in my post #2. I just flew over a Class C (twice) on my trip to Alton Bay. I did have my transponder on.
