I tried to provide a friendly answer to his question, simple as that. If you click David's link to flightaware and view his flight you will see he filed IFR at 9000'
My post was not a lesson on altitudes or rules, simply posting the info from Davids flight, and answering 51-pa22's question by explaining the reason David's flight showed up on flightaware and how to get a vfr flight plan to show up on flightaware by filing a vfr plan and calling fss to open the plan.

The Cessna 400 series AD basically is gonna life limit the airframes at 15,500h. It's gonna be really hard on the 402 fleet and companies like Cape Air. Most of the corporate/personal birds don't have nearly that many hours.
I see you live in Graham TX. You must know my friend David Martin? We went to pilot training and F4 school together. My son and I were there last July 4th. We attended the Hell`s gate fireworks. Great folks.

Small world, David was here yesterday picking up a part for his J3 and visiting a little. We stay away from PK on the 4th of July.
