When I replaced my fuel valve I cut out a small section of the fabric to access the valve. Then I made an aluminum back-up ring with a nut plate in each corner and used Stewart Systems glue to attach it behind the fabric. I then made a cover plate from aluminum and painted it to match. I now have easy access if I need to get in there in the future.

Brian glued in an inspection ring in the outside fabric that can be cut out
when needed and then use the standard round cover after work is done.
your idea is basically the same just doing it after all the fabric work was done.
    suggestions above should work well.

I am sure it will. But it seems to be quite attached. And might even require removing the seat.

Removing the seat is a given if the panel goes from the firewall to the backdoor. Most are a drop in Airtex type panel.

Mine is a cloth and fabric setup. My assumptions are the airtex is a plastic of some sort, am I right?

The Airtex panels are panels with the upholstery attached and they slide out. These pictures are of a right side panel. Only other way I can see someone doing it is glueing upholstery to the existing fabric covered interior.
