Default Cleveland wheels on a PA-22-108

Is it mandatory to use the wheel dust covers or is it optional?

The grease seals should give adequate protection against dust and dirt in most situations. I have been flying my c150 without the hub caps because someone has ruined all the screw holes in the wheels. Is there a problem behind the question?

I flew for 15 years without dust covers, finally put some on because
it kept the outside of the wheel cleaner, less cosmetic maintenance.
agree with comment on the grease seals, they keep it clean inside.
