PA-22 Wheel pants and cleveland break kit
My PA-22 Tri-pacer is just getting the brake kit "Cleveland Wheel and Brake Kit 199-04600" with Steve's STC. https://stevesaircraft.com/pa22brake.php My wheel pants use a bracket that is tied to the top three holes on the axle flange. The new Cleveland brake assembly 3063A uses a torque plate assembly 075-03700 only has four holes. what is the procedure to get authorization to drill a fifth hole in the torque plate to accommodate the third mounting hole for the wheel pants bracket? My A&P doesn't want to make modifications to the torque plates without them spelled out in the stc from the kit or in the stc from Steve.

I bet the two holes will be adequate to hold the wheel pant bracket. You could use some AN970-4 large area washers to distribute the load on the wheel pant bracket.
