I’d love for the Atlee over size PA-18 tail to be approved on Pacers.
You cannot get a field approval on a control surface. Will need to be approved by engineering, flight testing with certified flight test pilot etc etc which means $$$. Download a copy of the maintenance inspectors handbook, it has a flow chart on field approvals. Internet is down and posting from my phone or I would post a link.
What Steve said. Based on the AFS300 job aid, any changes to movable control surfaces can only be approved by an STC. As a DAR, I can’t issue a Field Approval for it, and as a DER, I can’t issue an engineering approval. Has to be an STC. The cost for DERs and All the necessary flight tests, instrumentation for those tests would easily exceed the value of an airplane (likely 2-3X). Just not a big enough market to justify the expense!
