    does the type certificate allow IFR certification if the plane is equipped?

    The Colt was designed as a trainer and was offered with a full instrument panel. Unless the Flight Manual only lists Day and Night VFR as the types of operations approved (I’ve ever read a Colt Flight Manual, so can say for sure), then the instruments and equipment in 14 CFR 91.205 would be the equipment requirement, and the tests required by 91.411 & 91.413 and the VOR check in 91.171 (if your navigation is predicated on VORs) would be the guiding requirements fir IFR.
