Ken, are you sure? It is my understanding that Micro VGs are placed at 1.1% of cord and are not in the relative wind in cruise flight thus don't effect cruise speed. I have installed them on many Pipers, Huskys and Maules and never heard this before.
Here are some very good threads on VGs posted by Jerry Burr. Jerry did all the testing for Micro. Stephen knows him and can tell you how he is about gathering data. Jerry is the kinda guy that when he talks I listen because he has something I can learn. Very interesting person.

The VG's slowed the stall speed as well as the approach speed down by 8-10 mph.

best thing I ever did to my plane - no more stall, just a more rapid sink with the wheel all the way back, but controllable in any direction... also gets off the ground slightly earlier and then all the rest above.
Jerry, has not only tested VG's on him upper wing...he has them on the bottom of his wing. He does all his testing very scientifically, but he will be the first to tell you that his data applies to his J-3 and don't assume it will be the same on our Short Wings. Jerry also has a leading edge cuff, stall fences, gap seals, ultra-light plane....and more.
The VG's on my plane made little difference in the stall speed, it mainly improved the low speed aileron response.

Never mind. I found after digging that you have to get FAA approval (no STC).

A: Vortex generators have been shown to work great on certified planes, but despite that they generally improve performance and safety they are not legal to use on U.S. certificated aircraft without an FAA Field Approval (submitted with a Form 337). Contact your mechanic and/or local FSDO for information on this process.
They are legal for use with experimental category and ultralight aircraft and their use is highly encouraged for anyone that values performance and safety.
