When I try to open it I get a message Error Failed to load PDF document
I don't think it is my computer, I have opened other PDF files recently.
I will keep working on it, Thank you for your help. Larry

Got a download, but the file appears to be corrupt. If you're looking for a "For Reference Only" version, you can try:

There are quite a few interesting documents on their site.
