I will take a pic of how my lap strap harnesses attach to the tubing below the seat.
This method was implemented by the previous French owners (Touring Club of France) many years ago.
I used to have my shoulder harnesses attached to the upper cross tube but our local airworthiness authority didn't like that idea.
They carried out a calculation to show the tube would fail at less than the required UK/European certification requirements for a harness attachment point.
I now have welded brackets above the rear parcels shelf that were added during my fuselage recover.

What is the material of the black strap? Are there grommets under the bolts? Any documentation? As your UK authorities required new upper mounts, I assume that they are OK with seat belt center strapping arrangement.
