Homer, actually 1090 ES can be used anywhere, but 948 can only be used below FL180. 1090ES doesn't give the pilot anything, it only transmits data to ATC and the world. 948 on the other hand allows for ADS-B out, and ADS-B in along with weather and other services. The US is the only place where 948 is used right now. Who knows what the future may bring!
